Rates marked provisional are ones where the two independent readings of the schedule disagree, or a provision needs a person to judge it. Where a rate depends on an assumption, the assumption is written under the number.
What these numbers are
Each rate is the duty that applies today to that tariff line for goods of that origin: the base rate from the current US schedule, plus any trade-action layers in force. Each is computed two independent ways from the schedule and the answers have to agree before it is marked verified. A layer still printed in the schedule but no longer collected is excluded only on documented evidence, such as a court ruling, a Federal Register action or a CBP notice.
